§ 98-506. Rules and regulations.

  • The following regulations and rules shall apply to parades and processions in the city:

    (1)

    Permit required. Any person or organization proposing to conduct a parade or procession in the city shall obtain a permit from the city clerk.

    (2)

    Notification of, and information given, to city clerk. The city clerk shall be notified at least 30 days before the proposed parade or procession is planned to take place and given information as to the number of vehicular participants, pedestrian participants or other participants and the proposed parade route so that appropriate traffic arrangements can be made, including temporary closing of streets if required.

    (3)

    Limit on number of parades. Only one parade may take place in any 24-hour period.

    (4)

    Parade purpose and type of participation. The parade organizer or sponsor may specify the purpose of the parade and decide upon the type of participation that is appropriate and permitted for such parade.

    (5)

    Reopening of streets contingent on number of spectators. If more than 200 spectators are present during the parade, then that portion of the street used by the parade participants will be closed for not less than five minutes after the last parade participant has passed or until after the street is cleared of spectators who might be endangered by traffic, whichever is later. If the parade is smaller, then the street may be opened at such time that the street is clear of pedestrians.

    (6)

    Limitation on length of certain parade routes. Any parade involving less than ten vehicular participants and less than 100 pedestrian participants will be limited to a parade route not to exceed 2,500 feet and restricted to one direction on the street selected.

    (7)

    Procession restrictions. Processions shall involve vehicles only and shall move at a reasonable speed so as not to unnecessarily obstruct traffic.

    (8)

    Information required on permit. The parade or procession permit shall set forth the date when the parade or procession will occur, the time of day, and the street or streets on which it will take place.

    (9)

    Payment of cost to city; exception. Any person requesting a parade permit must pay the reasonable cost to the city of providing traffic control personnel and make a deposit of the estimated cost. Such costs shall be waived in the case that the applicant for the permit is indigent.
